[cs13001] registering MSVS 2013

Hello CSI:

For those of you who have not registered MSVS 2013 Express the trial period
may be close to ending.  The product is free but it must be registered.  To
register your product, on the upper right corner of Visual Studio 2013 IDE
there is a "sign in" link to open the "sign in" dialog box.  If you have a
Microsoft account sign in with it to register your product.  If you do not,
follow the link from the "sign in" dialog box and create one.
