[Cs3] tevals lab and lecture

Correction. It turns out that there is a sinlge teval that contains a
questions for the lecture and lab instructor. The questions are the
same but the names are different. Please be careful how you fill them
out. Lab instructors, you do not have to allow times for tevals
anymore: I will allow time during lecture.
