[cs63201] clarifications for Project 1

AOS students:

- the initiator (like the other processes) executes random
  broadcast at most once.

- it could happen that the number of processes that receive the 
  broadcast is zero. 

- the number N of processes can be either a run-time parameter
  or a constant set at compile time.

- coding has to be done professionally: with comments, indentation
  and appropriate modularity.
