The above are website userid and password.  Like you go on a banking site.

NO.  You ssh to dbdev.cs.kent.edu or some other departmental server using
the  cs account's info.

Your phpmyadmin login userid is the same as you database name (= your CS
account userid),  and the database password is your full bannerid.
