[Database class] HW4 details

Dear DB class,

I have refined the HW4 statement so it become clearer as to where
to place your work and how to name your scripts.

For those who have already submitted the HW4, no worries.  I will
be able to grade your work.  For those who is yet to submit,  please
read the HW4 statement again at
