[Cs3] quiz #3

CS3 students,

This is a reminder that we'll have quiz #3 on April 9th, the first 10
minutes of the class. The usual 10 questions. They'll cover material
from the second midterm onwards. Which is Bridge, Adapter, State,
Decorator, Observer, Chain of Responsibility that we covered so far. I
am expecting we cover Visitor and a portion of Composite on Apr 7th.

Also, I updated the Chain of Responsibility bank example to use static
constants instead of hard-coded numbers.
